Project description:

The Republic of Macedonia together with the EBRD has developed the Municipal and Environmental Action Programme (MEAP), an EUR 69.5 million investment programme for construction, rehabilitation and extension of municipal water and wastewater infrastructure operated by five Macedonian water utilities. In addition to the investment, the MEAP addresses institutional strengthening and capacity building through a Financial and Operational Performance Improvement Programme (FOPIP). This for example includes the development of 3-year rolling Business Plans and is considered to be a key to the success of the project.

Improve the quality and reliability of water supply

Reduce public health hazards and pollution of surface water from discharging untreated wastewater

Create an environment of de-centralization for the provision of water and wastewater services from sustainable self financing water utilities

Introduce costs recovery in the provision of municipal services

Strengthen the financial and operational performance of the water utilities involved
